Strategic Prevention Framework State Initiative Grant FY 2011

The SPF SIG is a grant awarded by the Ohio Department of Alcohol and Drug Addiction Services (ODADAS) to the Mahoning County Alcohol and Drug Addiction Services (MCADAS) Board.  This grant is to facilitate community prevention planning for 18 to 25 year olds and requires that the MCADAS Board work with an existing community coalition.  We will gather information through a Community Readiness Index and Community Needs Assessment, then development and implement a prevention plan for 18 to 25 year olds.  The Mahoning County ADAS Board will be working with the Coalition for a Drug-Free Mahoning County (DFMC) in this effort.

This is a four year grant and continuation of the grant will be based on the availability of funding, submission of acceptable continuation application, program compliance and overall program performance.  The ultimate goal is to provide for sustainability of the coalition, prevention plan, and prevention program after the expiration of the grant dollars.

The Strategic Prevention Framework (SPF) is a planning process comprised of five phases set forth by the Substance Abuse and Mental Health Services Administration (SAMHSA) to assist communities in building a solid foundation for delivering and sustaining effective substance abuse prevention.

The SPF requires state and communities to systematically:

1. Assess their prevention needs based on epidemiological data
2. Build their prevention capacity
3. Develop a strategic plan
4. Implement effective community prevention programs, policies and practices
5. Evaluate their efforts for outcomes

Mahoning County has identified the following goals;

• decrease the number of 18 to 25 year olds misusing prescription medications;
• decrease the number of 18 to 25 year olds engaged in the use of illicit drugs. 

The target group is the 18 to 25 year old Mahoning County resident with the YSU student body representing the county’s underserved population.

DFMC will incorporate the twelve segments of the community required by the federal SPF definition: Families, Youth, Faith Community, Service Organizations, Social Services, Business, Education, Media, Government, Medical Services, Law Enforcement, and Senior Citizens.  Under the terms of the SPF SIG grant the coalition will also include a member of the National Guard.
